As we know, Governor Carcieri said via a statement that Kaplan plans to return to the private sector. From what I can see, while he was head of the EDC, he created a &amp;quot;non-profit&amp;quot; called the Business Innovation Factory,&amp;quot; which appears to be funded with EDC money. Now, he has left the EDC to take up a job with... the Business Innovation Factory. Isn&amp;#39;t this a screaming ethics violation? During his tenure with a state agency he used agency resources to create a job for himself post-EDC? Am I the only one who see a honking big conflict of interest here?&lt;/p&gt;
