Huckabee Is On the Move

   New polls in Iowa and New Hampshire from the American Research Group show significant movement for Mike Huckabee in the GOP race in the wake of his surprise second-place showing in the Iowa straw poll and a surprise endorsement from the International Association of Machinists and Aerospace Workers. (They endorsed Hillary on the Democratic side.) Huckabee is now statistically in a tie for second in Iowa, according to ARG. If his surge continues, this has the potential to turn the GOP race upside down, as it becomes essentially a four-man contest between Huckabee, Mitt Romney, Rudy Giuliani, and Fred Thompson.
    We'll assess the impact in a future Tote Board column (if the surge continues). But suffice it to say for now, once again, that Fred Thompson may have dawdled too long getting in.

    May I take this opportunity to discuss a critical distinction between Democratic and Republican primaries?  The Democratic National Committee requires that delegates selected by primary voting be assigned on the basis of proportional representation.  If a state, as an example, has 20 delegates selected by primary voting and a candidate gets 50% of the vote, then that candidate gets ten (50%) delegates to the Democratic National Convention.  A candidate getting 30% of the vote gets 6 delegates (30% of 20 delegates) and so on.  Seems that either a candidate gets a plurality in every primary (whew!) or builds delegate strength by finishing consistently high in each primary while winners change from primary to primary.  

    The Republican National Committee has a winner-take-all selection in primary voting, regardless of how slim the margin of victory.  Well, what did you expect?

    While the Republican nominee may likely be known after Super Tuesday (2/05/08), the Democratic nominee may likely not be known.

    States having later primaries (such as Massachusetts with our March primary) may be far more important than we now realize.

    The Bay State is "fly-over country" as far as the New Hampshire primary is concerned. While we may be courted by the Democratic survivors after Super Tuesday, we'll still be "dumped on country" as far as Romney is concerned!
