Retberg agrees: "Farmers have operated on Dan's scale, maintaining one cow and selling the milk to neighbors, for hundreds of years. The move to sue a farmer for doing this without a license is unprecedented and, I believe, a direct response to the local ordinances. It is much easier for [the Department of Agriculture and Attorney General], legally, to sue individual farmers with very limited resources than it is to sue five towns and legally strip them of an ordinance through the court system. It is a tactical maneuver to undermine the ordinance."
