One reason for this suspicion is that City Hall does sometimes publish portions of council debates — on its intranet portal, the Hub.
In fact, it did so within about 24 hours of its lawyers rendering the decision that doing so is illegal.
Shortly after the Wednesday council meeting at which the ordinance was tabled, an item went up on the Hub. It reported that the council had rejected another Yoon effort — one that Menino had staunchly opposed, which would have resurrected the City Youth Activities Commission. The item, forwarded to the Phoenix, detailed some of the reasons that councilors gave for voting against it.
The item did not include, however, any of the reasons given for reviving the commission — which makes it look to some like one-sided propaganda aimed at the Boston city employees who access the portal.
Which gets back to the need to make the entire council meeting public. Yoon is considering other avenues to make his plan happen, perhaps by trying to change the state law.
