Jim is the soul of integrity; it never occurs to him that Blackie murdered Snow to save his friend's career, which Snow planned to short-circuit for revenge. And it's his success at obtaining Blackie's conviction that propels him into the governor's office. In this movie, which came out during the last gasps of the pre-Code period, no one is guiltless; no one is untouched by corruption. The movie's portrayal of the public face of crime is considerably more persuasive than the one Dillinger presents.
