County Commissioner Shaughnessy was unaware of the jail ATM fees before we contacted her. While she had not been able to discuss the matter with Barry before speaking to the Phoenix, she called the fees "punitive," and said, "If they're just charging more because it's there, and because they have a captive audience, so to speak, then it's not a fair practice in that sense, but I'd have to look into it further."
Sheriff-elect Kevin Joyce, who has served for more than two decades as a deputy in the department, was also surprised. "When I talked to the sheriff, I said, 'Jesus, it almost seems like a scalping,'" Joyce said.
He added, "If you go to a big casino and you want money you pay more than you would if you jumped into your car, drove to a bank and used the ATM there. And I think that's what they're doing, is saying there's all kinds of options." But, unlike players in a casino, arrestees can't hop into their cars and drive to a cheaper ATM. Joyce admitted, "You don't get a whole lot of fight from me on that point."
