Whitney Art Works’ move to its smaller Congress Street location is proof that size doesn’t matter. The flourishing gallery housed 2007’s best large-scale sculpture (Aaron T. Stephan’s book igloo, “The Problem with Ladders”) plus photography, miniatures, waxworks, vibrant paintings, and an “other biennial” just as good as the museum’s.
