In this week's Boston Phoenix -- on newsstands tomorrow, but online now -- I look at rumors that city council president Maureen Feeney is maneuvering toward a campaign for mayor of Boston. Also, Governor Deval Patrick is trying to get some high-priority items done before rolling out his budget proposal later this month.
