It is hypothetically possible that if other countries believe our "trigger" is lowered, they will be less likely to engage in activities to trigger reprisal. Predicting the effect of these technologies is very difficult, and the responses likely to be circumstance-specific.

That and safety: the amount of experimentation we will need before we can achieve lasting gains is huge, and some people have to be the ones to suffer the imperfect stops and starts.
