It is hypothetically possible that if other countries believe our "trigger" is lowered, they will be less likely to engage in activities to trigger reprisal. Predicting the effect of these technologies is very difficult, and the responses likely to be circumstance-specific.

DO YOU WANT TO LIVE IN THIS FUTURE? The biggest concern I have with enhancement is equity. Will all individuals have access to that which makes lives better or only some? That and safety: the amount of experimentation we will need before we can achieve lasting gains is huge, and some people have to be the ones to suffer the imperfect stops and starts. Historically that has often been less informed and poorer individuals.
