SEÑOR FLACO'S celebrates the fact that tasty food can bring a smile to our lips as wide as the grin on his mucho-mustachioed face. The colorful and whimsical décor sustains such sonrisas: yellow and red here, turquoise and orange there; La Sirena Gorda, a typical character beckoning on a wall, is a temptress as abundant as a bulging burrito.
