  Some more problems W/the Herald's definition of bad kids: Those lacking "basic skills" include kids who have low intellectual abilities and who therefore can't help their deficiencies.  Being homeless certainly doesn't render one "bad", at least not for kids on the lower end of the age range cited above.  In other words, The Herald is attaching the 'bad' label to traits that are merely unfortunate.

  The Herald also glosses over the distinction between having a bad trait and being a bad person.
