  If I correctly remember what I learned in government class, Cabinet is basically for heads of major government departments (e.g., Defense, Labor, HHS, State), while Cabinet-level is for heads of offices within the White House (e.g., OMB, Office of the Trade Representative, National Security Council) as well as the VP and Chief of Staff.  Many Cabinet-level appointments require Senate confirmation.

  So Obama's appointments today were for Geithner into the Cabinet and Summers into the Cabinet-level.
